In the wake of the riot protesting the slow police response time that led to the murder of two women, Julien and Danny are nearly cut down while answering a phony 911 that drew another pair of officers into a deadly ambush. After the police trace the cell phone used to make the bogus call, the search for the killers is stepped up after another pair of cops is gunned down. And while David does his best to lead the investigation, he's surprised when Gilroy suddenly takes over. Meanwhile, as Dutch's investigation closes in on the Assistant Chief, Vic tries saving himself and his family by offering to help Aceveda bring Gilroy down. Claiming that Gilroy has been manipulating police deployment to increase crime and drive down real estate prices so that he can buy property cheaply, Vic suggests that Aceveda find his mistress and accomplice, Sedona Tellez. But when Gilroy then offers to help him bring down Vic, Aceveda isn't sure who he can trust. Ramping up his own efforts to find the cop killers, Vic enlists his favorite drug dealer to help. And when Tio leads him to the drug-addicted father of one of the shooters, Vic enlists the junkie in setting up his own son's arrest. At the safe house where Sedona is hiding, David reveals that he's onto the real estate scheme. When Sedona implicates him in the death of a witness to the hit and run, Vic claims that she and Gilroy are only trying to deflect attention away from their own corrupt scheme. However, after a raid where he saves Vic's life by shooting one of the cop killers, David is fired when he threatens to expose Gilroy's misdeeds. Finding the gun that was planted to implicate him in the witness murder, Vic returns to the safehouse to settle the score with Gilroy. But, when Vic arrests Gilroy rather than killing him on the spot, Aceveda's city council bid gets an unexpected boost.
